The Role of National Workplace Learning Certification in Transforming the Workplace

 

What is Workplace Learning?

In the dynamic landscape of modern business, learning is a cornerstone of success.

As how Deputy Prime Minister Lawrence Wong encapsulates the definition of workplace learning perfectly in his speech, at the launch of National Workplace Learning Certification in May 2021. 

“It is maximising the workplace as a significant place of learning where workers continue to learn on the job, day in, day out. It is not about the ad hoc learning on the job. It is Systematic. It is comprehensive. It is done deliberately. It’s not just about getting a piece of paper… It’s going through the process that will systematically raise your capabilities and put in place improvements to strengthen your core competencies.”

Here’s just a taste of the benefits that await you:

  • Hire up to 5% of S-Pass and Work Permit holders (based on organisation headcount capped at 50 pax) under the Manpower for Strategic Economic Priorities (M SEP) scheme if your organisation is awarded the NWpL Certification Organisation of Excellence (PLATINUM) or Organisation of Competence (GOLD)
  • Be recommended for the SkillsFuture Employer Award conferred by SkillsFuture Singapore, a testament to your commitment to fostering a learning culture within the industry.
  • Be nominated for the tripartite Human Capital Partnership (HCP) Programme, granting your organisation faster response and higher service standards from a dedicated hotline for transactions with the Ministry of Manpower.

In addition to the above benefits, the certification process enables an organisation to benchmark itself against other organisations using the key components of the National Workplace Learning Framework and identify gaps if any in order to further improve itself.

The application fee is highly subsidised by SkillsFuture Singapore to support progressive learning organisations in the NWpL Certification journey. These organisations will be assessed on their workplace learning approaches and implementation based on the six components of the NWpL Framework developed by NACE- Strategy, Leadership, Planning, Training Needs Analysis, Environment, and Implementation and processes.  Organisations that have completed the assessment may be eligible for one of the four certification levels.

Presenting the 2022 National WpL Certification Award Recipients- SBS Transit Ltd (Rail), SMRT Trains Ltd., JLL Singapore, ActiveSG, SICK Product Center Asia, ST Logistics, ST Airport Services, ST Healthcare, Metropolis Security Systems Pte. Ltd.  On 25 October 2023, another 10 organisations were presented with the NWpL Certification awards.

The inaugural NWpL Certification Award Ceremony conferred 9 award recipients on 26 April 2023. They received the award from the Minister for Education, Mr Chan Chun Sing.

They received the awards from Dr Mohamad Maliki Bin Osman, Second Minister for Education, at the 2nd NWpL Certification Award Ceremony during the Workplace Learning Conference 2023.
